MILLOM Town Council has issued a statement on e-scooters following numerous issues reported in the area by residents.
A spokesman said: "We continue to receive complaints regarding E-Scooter use.
"We are increasingly asked information on the legality of these vehicles so here is a brief summary.
"E-scooters are classed as motor vehicles.
"These can be bought by any person and used on private land with the permission of the landowner.
"A privately owned e-scooter cannot be used on a road or public place unless it meets the requirements in primary legislation.
"Users of e-scooters are subject the same rules as other motor vehicles .
"E-scooters do not need to be registered, display registration plates or pay vehicle excise duty. All e-scooters are not allowed to be used on pavements and footpaths."
