There is no blanket law requiring dogs to be kept on a lead in all public spaces, however there are a series of orders that mean you have to leash your dog in certain places in your local area, for example children's play areas, sports pitches, roads, parks, and beaches.

They were all born sweet innocent little puppies and the majority of them with loving homes keep their lovely temperament but unfortunately there are some poor dogs that find themselves in horrible homes that don’t afford them the luxury of being loved and cared for. I sincerely hope the owner is found and punished but I won’t hold my breath and I really hope your dog makes a speedy recovery.
