A 3-1 win over Lancaster and Morecambe seconds was not enough to dislodge Garstang seconds from top spot.
Garstang took the Lancashire Central League Division One title on goal-difference, denying Mere a second successive promotion.
Lucy Hill fired Windermere ahead against Lancaster and Morecambe at Lakes School with a close-range effort just five minutes in.
The visitors were kept on the back foot by a string of lively attacks, with Evie Turner’s speed a constant threat as she added two more goals before half-time.
Lancaster and Morecambe regrouped after the interval and scored a deserved goal of their own.
But the home side never stopped working, and skipper Hannah Clark won their players’ player-of-the-match vote with her non-stop performance in midfield.
Windermere Ladies seconds beat South Lakes seconds 2-1 in their penultimate Netherwood Development League match. Holly Glaister scored both their goals.
Windermere under-12s boys have qualified for the Northern final of the In2Hockey Championship.
Northern Under-10s champions last year, many of the Windermere boys are a year young at under-12s level, but they came through Border counties qualification at Durham with some great teamwork.
The final games will be played at the end of April.
