Woman pays for theft from Ulverston business

A PENSIONER who stole plants from outside a business has been ordered to pay for her crime.
The woman in her 60s stole a section of plants from a planter in Market Street, in Ulverston, at around 1.20am on Sunday but was caught on camera.
The woman was arrested but no charges were brought as she agreed to take part in the community resolution scheme and has agreed to pay the shop keeper for the damage.

Why was this lady not prosecuted? because she is a pensioner? It is still theft and should have been taken more seriously. Otherwise where is the deterrent here? I was under the illusion that the police were taking crime more seriously in Ulverston of late.
