A driving test would be a good place to start, followed by random secret shopper type inspection and an office where the public can complain to that will actually act upon the information given.

In my experience the local taxis are all of poor quality as well, even to the point that the drivers are all turning to small cars to save fuel, but at what cost, I am 6'2" and struggle to fit in the back of a vauxhall astra or the like.

It is well known that taxi drivers are exempt from the normal rules of the road, speed limits etc.
