I am not a legal eagle, I am, by discipline, an engineer, who is stating that people using mobile phones whilst driving are being irresponsible to a degree where loss of life could occur.
The mechanics of the situation need to be assessed whereby any observer can report these wrongdoers.
As for introducing more paperwork into policing, that is a feeble excuse and as for myself going to court you can forget that issue straight away. It would be my word against the wrongdoer without the backup of the mobile phone bill.
The onus on maintaining law and control is on the Police, their fees paid in my Council Tax bills, as well as the diesel used on their many patrols.
